New Russian Army
The secret doctrine of creation of a new Russian army is being
implemented in Russia which is based on new political ideology rather
than new types of arms and machines. In particular, it is an
army-police, or rather a gendarmerie which is fully subjected to the
interests of the ruling regime, not the state.
Russian military historians and politicians think that since 1953 the
Russian army has not been so subjected and dependent on the internal
special security service. Officers are trained in accordance with the
rules of a state of clans and a society of mafia organizations. Public
moods in the military circles are under tough control, vast shadowing
and informing, different methods of rewarding or infringement of real
rights of the military are used in favor of false discipline and
obedience to any order aimed at strengthening and security of the
ruling regime in the country.
Plans of modernization of the armed forces remain suspicious.
Modernization is taking place in favor of the public administration
and the lobby of the defense industries. Weapons are exported to
places that are not in line with the interests of security of Russia.
Even such public organizations as the unions of veterans and mothers
of soldiers are subjected to the government and are under control.
The Russian political government which is a group of `secret political
police' keeps to the rule - people appointed as minister of defense
are people who have very little to do with the armed forces who play
the role of managers of robbery of the armed forces and organize
groups for misappropriation of property and money. The structure of
the armed forces has undergone transformations to prevent any
anti-governmental challenges and actions. The officers are indignant
with unreasonable and ambitious state expenses on unnecessary
projects, including the spending in Sochi ahead of the winter Olympic
Games while thousands of officers are homeless, and the military units
lack infrastructures. There is information that the political
government and the general staff are scrutinizing the experience in
Georgia to prepare the forces for analogical actions against the other
neighbor states. The cult of Putin and FSB is being implanted in the
army and the fleet while Russia cannot feel secure against the threat
of terrorism.
There are opinions that the army does not enjoy public support,
indifference prevails, so do desertion moods. Despite the fuss about
modernization of the armed forces, implementation of reforms and
development of new approaches, according to Western experts, the
Russian defense remains based on the nuclear forces, and the army and
the fleet do not have sufficient defense capacity.
In Russia there is strong dissatisfaction in the army which will
sooner or later become a factor of internal instability. Revolutions
and riots which could pose real threat to the government occur quite
unexpectedly and have very strange components and carriers of ideas.
One should not forget that at one time the Russian tsarist army did
not support the monarchy, and the Soviet armed forces did not support
the collapsing system. Either control by special services was too
strong or it had been totally lost.
Now the Russian officers, their majority understands that the armed
forces have to fill in the terrible gaps in politics and the regularly
occurring failures in state government. Will loyalty to the government
last long? When real and fatal threat to the system occurs, suddenly
two leading allies to the armed forces appear - the special services
and the crowd in the streets. And very soon, during a few weeks, a new
army emerges.
