MUTATION THAT SURRENDERS COUNTRY
In his interview with his non-official website 2rd.am the second
president of Armenia Robert Kocharyan says he cannot silence the
current situation and prefers being honest to the public. It is not
bad, of course, that after two presidential terms marked by several
falsified elections Robert Kocharyan considers being honest.
However, his opinions on some recent urgent matters do not seem
honest. For example, his opinion on Gazprom's growing share of ARG.
Gazprom's share began growing when he was the president. Moreover,
Gazprom got controlling interest during his office.
The agreed form of management which Robert Kocharyan refers to does
not matter much when Gazprom holds controlling interest. Agreed
form of management is something relative, and whether the CEO is
a representative of Armenia or Russia does not matter much because
Gazprom is the decision maker.
In a correlation of 20 to 80 Armenia's 20% was a matter of dividend
that would flow to the state budget. So, formally Armenia lost the
right to dividends, and it lost any other right to the extent it lost
in the correlation of 20 to 80.
This does not mean that giving away the past 20% was justified,
especially that the citizens of Armenia paid for the lie of the
government as Serzh Sargsyan and his RPA did not announce on the eve
of the election that the gas price was up and accumulated debt. In
other words, the citizens of Armenia were silent because Russia was
asked by the Armenian government to hide the price increase.
Nevertheless, Armenia had lost its rights to ARG much earlier and
far more silently. The Iran-Armenia gas pipeline had been lost much
earlier and far more silently. Instead of a transit pipeline with a
strategic importance for Armenia it is just a business pipeline for
the gas-electricity barter which was transferred to Gazprom in 2006
before it would be completed. In addition, the Armenian press learned
about it from Gazprom's website. In other words, hiding information
from the society is not something new in the behavior of the Armenian
government.
However, bad traditions tend to get worse over time. They must
be uprooted otherwise they mutate. Since 2008 we have witnessed
repeating mutation.
The closed economic and political system in Armenia would inevitably
end up in the current situation. And since the system is not able to
sustain itself, it has to surrender itself completely to Russia as
Armenia is running out of resources.
It has to because it does not want and does not have any willingness
for reforms. It is not true that Serzh Sargsyan does not have another
way out and has to give up because the country has been surrendered
to Russia stage by stage for over a decade.
Serzh Sargsyan had a choice between large-scale deep reforms and
responsibility for systemic mutation. Serzh Sargsyan chose the second
out of the safety of his power. Perhaps, the second was safer in a
short-term perspective and for himself and his administration but it
cannot be safe for Armenia for a single day.
And could Sargsyan carry out reforms, which means fight against the
system that made him? And who cares whether he could or he could not?
The interests of Armenia and its citizens required reforms. Therefore,
if Serzh Sargsyan chooses the dependence of Armenia on Russia, he
acts against the interests of Armenia. And if the person who holds
the position of the head of state acts against the interests of his
state for the sake of his tenure, it is a crime against the state.
Strangely, the leader of the biggest non-governmental party of
the parliament in the presence of the second president who rightly
criticizes the outrageous situation of the country, drinks to Serzh
Sargsyan's health instead of bringing up the issue of impeachment
and responsibility of this president at the National Assembly.
However, it is the consequence of mutation of the system ruling in
Armenia on the state when both the government and the main opposition
to the government stem from the same system. In addition, it is not
a pleasant situation for these segments because the disagreement,
controversies and opposition among them is not a performance but the
consequence of the objective reality. The trouble of this regular
and escalating strife is compensated by the self-preservation and
prospects of reproduction enabled by this strife.
And of course, every reproduction threatens further mutation and
dangers to the state and citizen. Meanwhile, there is no system in
place which may neutralize danger, which increases the probability
of reproduction.
