ATTEMPT TO INTRODUCE A TWO-PARTY SYSTEM IN ARMENIA - ARSHAK SADOYAN

In an interview with Tert.am Chairman of the Bloc of National Democrats
Arshak Sadoyan spoke of the latest developments.
"The authorities are interested in the three [non-coalition forces]
filling their niche in Freedom Square because it is a shame to call it
'Freedom Square' any longer because of the ones holding rallies there.
And [Prosperous Armenia party Chairman] Gagik Tsarukyan's presence
in Freedom Square plays into the authorities' hands. The authorities
have no problem. I can even say it is a process ordered by them,
with Gagik Tsarukyan, Levon Ter-Petrosyan and Raffi Hovannisian -
the last named may be doing it without even understanding it -
successfully translating it into reality."
With respect to the basis for the Armenian National Congress (ANC),
Prosperous Armenia and Heritage parties combining their efforts and
to ideas they could propose to the people, Mr Arshakyan said:
"I think the three do not need any ideals. Rather, narrow interests.
The Prosperous Armenia party, acting under a program in cooperation
with President Serzh Sargsyan, is seeking to become the leading
opposition force. An attempt is being made to introduce a two-party
system in Armenia, with one of them being the ruling party and the
other the opposition one. And the main role in this two-party system
is being assigned to the Prosperous Armenia and the ANC parties. And,
according to the program, the two will become the only major
political parties that are seeking power, and it is no problem if,
as a result of the elections, one of them hands power over to the
other because both are pursuing the same policy. In this respect,
the Prosperous Armenia party's policy and aims are quite clear -
patronage, including patronage of rallies. This process is succeeding
because Ter-Petrosyan's speech at the latest rally clearly showed
that the others are obeying the Prosperous Armenia party.
"As to the ANC, its role is so miserable that and its members so
much want Ter-Petrosyan to use some money in his old age that they
are ready for any concessions. They are even ready to reject their
pro-west orientation and praise the Customs Union. In this respect,
the ANC's position is clear as well. The Heritage party want to
retain its place in the political arena is a key political force and
is encountering difficulties. I think it is affectedly enthusiastic
about the rallies and political activity. But one day they will come
to realize that it is not the right place for them and cannot have
any ambitions. Moreover, being well aware of this fact, the second
major party [Prosperous Armenia] will become a marginal one. And the
Armenian Revolutionary Federation Dashnaktsutyun (ARF-D) was right
when it refused to accept the four forces' agenda, being aware it
would not be able to become another means for the Prosperous Armenia
party to become the second major party."
