The PACE decision on preparing a report entitled caused a negative reaction by not only the Armenian
community.Within the coming 1.5-2 years, PACE will send British MP
Robert Walter to Nagorno Karabakh to familiarize with the situation
and to prepare areport.
Despite the harsh stance displayed by the Armenian delegation at PACE,
the decision was approved by the majority of votes.
The Central Information Department of the Artsakh Republic President's
Office responded to the PACE decision. The PACE report will be a
document purchased by the Azerbaijani lobbying. The Artsakh Republic
will not allow such a person to enter Artsakh, because it will
dishonor the memory of the heroes who perished for the liberation
of our motherland, stated Head of the Central Information Department
David Babayan.
Why has PACE chosen Robert Walter? Remarkable information about this
man was presented by Radio Liberty, according to which he headed
the PACE monitoring mission at the 2013 presidential elections in
Azerbaijan, and his assessment considerably differed from others.
He was the only Western observer stating that the Azerbaijani president
had been elected through free and transparent elections.
Guardian authoritative periodical cast doubt on Walter's assessment,
quoting that the trip of European MPs to Baku had been a real
vacation. An article in the periodical recalled some disgraceful facts:

Was it only the active lobbying, thanks to which the keynote advocate
of Azerbaijan became the PACE Rappoteur on Nagorno Karabakh? The
available facts and geopolitical develoopments, in which a pivotal
place is occupied by the issue of energy carriers, can serve a basis
for judgements. It is, surely, observed not only in the economic field.
Let's refer to the information of Russian sources. The technical
negotiations between the EU and Russia over the South Stream
gas pipeline project will resume, if proper political conditions
for this are created, stated at the European Parliament hearings
Italian politician, Federica Mogherini, who will replace the European
Union High Representative for Foreign Affairs and Security Policy
Catherine Ashton in the nearest future. It isn't surprising at all that
theEuropean diplomats, seeking the implementation of their plan, along
with theissue of energy supply, are also advancing political terms.
Federica Mogerininoted that to date, such conditions are lacking for
the implementation of theRussian Gazprom's South Stream project, due
to the Ukrainian crisis. And if the proper conditions are provided,
then maybe technical discussions between the EU and Russia can take
place. It was emphasized during the hearings that the South Gas
Corridor is a priority in the implementation of the guaranteed gas
delivery to Europe. The South Corridor supposes a Trans-Caspian gas
pipeline through Azerbaijan and Turkmenistan.
The fact that the issue of energy is fully politicizes is testified
by the claims submitted by the EU to the Gasprom. The EU has stated
that the South Stream project, which is to pass through Ukraine,
cannot be launched, as the provisions of the 'Third Energy Package'
are not observed. It is the elimination ofGasprom's monopoly and
delivery of natural gas to Europe via an alternative way. One of the
reasons of sharpening the contradictions between Europe and Russia is
the mentioned energy package. It is an international agreement, which
obliges gas carriers to provide their gas transporting networks to all
those who desire it. This, in fact, reduces the advantage of Gazprom's
north and south streams. That's why the 'Third Energy Package',
put forward by Europe, is absolutely perceived in Russia as a veiled
threat against the Russian Federation and its geopolitical influence.
In short, Europe is talking with Russia about the "proper political
conditions", hinting that it is generally unwilling to deal with
Gazprom and that it is not so difficult to find an alternative.
Surely, Europe figures on energy-exporting Azerbaijan, on which Russia
too pins its hopes.
In this context, as we know, some discoveries were made at the recent
summit of the Trans-Caspian states in Astrakhan.
And we think there is no need to comment on why Europe is once
againmaking topical the issue of energy carriers. The international
community was already aware that the agreement on Armenia's joining
the Eurasian EconomicUnion had to be signed at the October 10 meeting
of the Eurasian SupremeEconomic Council. Armenia is in the territory,
where the free movement ofproducts, manpower, and capital is ensured.
Nevertheless, as President Sargsyan noted, it is important that
the Armenian colleagues know that it will never contradict the
dialogue with the European Union. It will continue, as there are
many overlapping interests, common heritage, which is based on the
continuation of bilateral relations with European countries. It
will continue, as there are numerous coinciding interests and common

Touching upon the decision of the PACE, we should note that besides the
strong Azerbaijani lobbying, there is a more global problem existing

projects and political conditions. The EU officials highlight the
role of Azerbaijan as an energy supplier. Surely, it is made with a

conclusions.
Such a stance by the Parliamentary Assembly of the Council of Europe
once again casts doubt on its prestige. This structure's attitude to
the Azerbaijani dictatorial regime should be constant, as the caviar
diplomacy is no longer a secret to anyone. After the presidential
elections in Azerbaijan held in autumn 2013, the OSCE Office for
Democratic Institutions and Human Rights implemented an observation
mission in Azerbaijan and based on the facts gathered, exposed the
corrupt reports by the PACE.
The PACE future Rapporteur on Nagorno Karabakh, Robert Walter, is
a figure corrupted by Azerbaijan, so his report should be rejected,
first of all, by the Europeans.
Surely, Europe will also have in sight the signal of official
Stepanakert - only in case if the PACE corrects its mistake, i.e.
changes the report's logic and states it publicly, the Artsakh Republic
will discuss the situation and state its political position.
