TROIKA TACTICS: OPPOSITION BLOC ENGAGED IN ORGANIZING MOVEMENT AMID SPECULATION OF NEGOTIATIONS WITH GOVERNMENT

The political council of the Prosperous Armenia Party (PAP) has
made a decision to provide all office areas of the party in Yerevan
and provinces to the all-Armenian movement's political council for
establishing offices of the movement.

The political council also authorized Vartan Oskanian to consult with
the non-governmental forces, all-Armenian movement-adjacent political
and public structures, representatives of Diaspora communities in
order to form all-Armenian movement offices abroad and to cooperate
with the Armenian offices.
PAP lawmaker Stepan Margaryan said that during the rallies the troika
clearly claimed that there is one question upon which everyone is
on the same page - the government has exhausted itself and a new
government must be formed, they move toward new elections, toward
change of the whole government.
"There is a common agreement in the troika that we need a change of
government. In order to achieve that, there are milestones which will
be in the constant changing dynamics, that is, it has not been yet
announced with which tactics and consecutive demands it will be,"
he said.
It has been several days there is speculation about Gagik Tsarukyan's
meeting with President Serzh Sargsyan during which he allegedly spoke
about early elections to the parliament, and the latter said that by
2015 June that option is impossible. There is no official announcement
confirming or denying this information.
According to the Zhoghovurd daily, in the neart future the Republican
Party of Armenia (RPA) and the non-governing troika will announce
about the start of political negotiations. And if the developments
do not shift from this scenario, then it is supposed that they will
shortly announce that the parties came to an agreement: the RPA will
refrain from the idea of changing the presidential form of government,
but will agree to a 100-percent proportional system in parliamentary
elections, and thus the Electoral Code will also be amended.
Senior RPA lawmaker Hovhannes Sahakyan told Tert.am that negotiations
might take place between the RPA and the PAP.
"If anyone thinks that working with us they can discuss problems,
I do not think that there can be any problems here," he said.
On Thursday before the meeting of the RPA executive body Prime Minister
Hovik Abrahamyan, in response to a reporter's question whether he is
going to become an intermediary between President Sargsyan and PAP
leader Tsarukyan, said that there is no need for a mediator for the
leaders of these two political forces to meet.
