Permyakov who has committed mass murder in Gyumri may be sent to
forced medical treatment. The serviceman is currently undergoing
psychological-psychiatric expert examination and criminal case
has been instituted against the doctors who have admitted him to
military service without any limitations after one-month examination

Permyakov accused of the murder of members of the Avetisyan family
in Gyumri and desertion (articles 105 and 338 of the Criminal Code)
was sent to psychological and psychiatric expert examination. It is
conducted on the territory of the Russian military base in Armenia and
should find out if the serviceman had serious psychiatric diseases
and, correspondingly, if he understood his actions at the moment of
murder of the family of seven members including little children.
Results of the expert examination together with the criminal case of
Permyakov will be sent to the North Caucasian district military court.
It will either hear the case in essence sentencing the private to
life-long imprisonment or will issue a verdict on his forced medical
treatment.
Such possibility is manifested by the investigation started by military
investigators of the investigations committee against doctors of
the 321st district military hospital in Chita who were suspected of
negligence (article 293 of the Criminal Code). Private Permyakov was
sent to the hospital right after the draft according to demand of
command of the military unit but after a month of examination doctors
did not find any psychic disorders in the serviceman and confirmed
category of fitness for military service A1 given to him by the
drafting commission. In accordance with it Permyakov was named fit
for military service without limitations, which served as the ground
for his sending to the military base of Russian troops in Armenia.
Investigators presumed that the private had to be named fit for
military service with limitations (category B) or temporary unfit for
it (category G). State officials who drafted Permyakov to military
service were suspected of negligence too.
It was Dmitry Kiselev, head of the department of moral and
psychological support of the 29th combined-arms army, who reported
about the criminal case instituted against the doctors. He also
said that more than 50 employees of the Defense Ministry including
employees in Transbaikalian Territory from which Permyakov was
drafted to military service would be taken to account. He reported,
"A big commission from the Defense Ministry visited us. There is no
official order or resolution yet but I can say that 52 officials
of the Defense Ministry will bear not only disciplinary liability
but also criminal one." He adds that among them are, for example,
officials of the military registration and enlistment office who
have drafted Permyakov to military service. He promised, "Very harsh
measures will be taken."
